Columbia, SC (WLTX) - South Carolina Secretary of State Mark Hammond has released his agency's annual "Scrooges and Angels" list of charities.
The list shows which organizations have the highest percentage amount of their expenditures that go toward their programs--and which ones have the lowest. The agency determines that by reviewing financial reports submitted by the agencies, and by getting nominations from the public.
To make the Angels list, charities have to have been in existence for three years, make good use of volunteer services, receive minimum funding from grants, and be registered with the Secretary of State's office.
