Seneca, SC (WLTX) - State Law Enforcement Division agents have arrested a sheriff's candidate they say tried to have a retired judge kidnapped.

James Richard Bartee Jr, 64, has been arrested on a charge of solicitation to commit a felony.

An arrest warrant states that between May 27th and 30th, Bartee encouraged and solicited a person to kidnap retired Circuit Court Judge James C. Williams Jr.

The warrant states Bartee was given money to buy items that would aid in the kidnapping.

According to SLED agents, they have an audio recording of Bartee making the arrangement.

Bartee was running in next month's primary to be the new Oconee County Sheriff. On his campaign website, he states he was a U.S. Secret Service Agent for 25 years.
