3 Men Arrested in Connection with Massive Cayce Fire

Cayce, SC (WLTX) - Cayce Public Safety officers have arrested three men in connection with a massive fire at a recycling plant in Cayce.

Officers charged Israel Saldana Rizzo of Cayce, Charles Lynn Goode of Lexington, and Doug Kow Syng Jen of West Columbia.

On June 29, a fire began around 9 a.m. at the World Wide Recycling Plant on Foreman Street. The fire burned for two days, and left the buidling in ruins.

Police say the men were responsible for the business and location when the fire took place.  Rizo was the acting manager of plant, police say, while Goode and Jen are co-owners of businesses.

According to police, the men didn't follow city ordinances or guidelines to properly burn materials in the City of Cayce.

The fire created thick smoke that could be seen through much of the central Midlands. Concerns about runoff from the firefighting efforts led city leaders to stop pumping water out of the nearby Congaree River for several days. State health officials later determined the water was safe.
