Richland County, SC (WLTX) - A Richland County father is facing charges after deputies say he gave his underage daughter a tattoo.
Victor Shane Scoggins, 39, is charged with tattoo of a minor/person under 21, unlawful neglect of a child, and not having a required certificate.
Officers say on October 1st, Scoggins tattooed a Browning firearms logo and the words "Daddy's girl" on his teenage daughter's wrist at their home.
Deputies say they got a tip that Scoggins has tattooed the girl without a license. Officers say they're investigating if other people received tattoos at the home as well, and are asking people to come forward.
