Budget Week Begins in South Carolina Senate

COLUMBIA, S.C. (AP) - It's budget week in the South Carolina Senate.
 
Floor debate on a $6.3 billion spending plan for state taxes is scheduled to begin Monday. The proposed 2013-14 budget begins to expand full-day 4-year-old kindergarten statewide and funds some summer reading camps for young students. It includes a 3 percent pay raise for officers in maximum-security prisons and 1 percent raise for other state workers.
 
Democrats will try again to expand Medicaid eligibility to cover hundreds of thousands of additional poor adults. But Republicans have repeatedly rejected attempts to insert the federal health care law's expansion into the budget.
 
A separate measure distributes $113 million from this year's rainy day fund. It includes $20 million to repay a revenue department loan that covered contracts following the hacking of taxpayers' personal data.
