Haley Signs Government Restructuring Bill

COLUMBIA, S.C. (AP) - Gov. Nikki Haley has ceremoniously signed a bill being called the largest overhaul of state government in two decades.
 
Haley was surrounded Wednesday by the family of the late Gov. Carroll Campbell. Haley said she wanted to honor the Republican governor for starting the restructuring effort.
 
Haley noted the effort has involved 21 different bills since former Gov. Mark Sanford reignited the debate 11 years ago.
 
Those given a signing pen for their efforts over the years included state Sen. Vincent Sheheen of Camden, her Democratic opponent, who has repeatedly sponsored the legislation.
 
The bill divides the wide-ranging duties of the Budget and Control Board among new and existing agencies. Most employees will transfer to a new, Cabinet-level Department of Administration.
 
Haley actually signed the bill into law last week.
