Columbia, SC (WLTX) Columbia Police have arrested a man accused of fondling himself in front of a teenager.
Eric Eugene Elgin, 41, is charged with indecent exposure. Police say the incident took place Wednesday afternoon along the 2900 block of Millwood Avenue. A 16-year-old girl was reportedly walking in that area, when she says Elgin exited a semi-tractor trailer truck. The girl told authorities Elgin was wearing only a t-shirt, and fondled himself in front of her.
The teen went to find adults, including her mother, and they notified police.
