Deputies: Suspects Took Constable's Body on Long Journey Down I-26

(Charleston) - Officials confirmed Monday that a body found over the weekend was that of a missing constable; meanwhile, a more detailed accounting of what led to his death has now been made public.

The announcement was made at a joint news conference late Monday afternoon.

Charleston County Sheriff Al Cannon confirmed that the body of 67-year-old Robert Bailey was discovered on Saturday off of Interstate 26 in Orangeburg County.

According to deputies, they're seeking a warrant on murder charges for Walter Fayall. His girlfriend, Asia Prioleau, already faces murder charges.

For the first time, officers were able to give what they think led up to the death, and what happened in the hours afterward. They say around 10:18 p.m. last Monday, Bailey made a traffic stop with another officer near Lincolnville. Once that stop was complete, Bailey then drove away, but eventually stopped another car, a 1989 Chevy Caprice. Inside that car, officers say, were Fayall and Prioleau.

According to investigators, a scuffled then took place, and Bailey was hit by multiple gunshots. His body was then put into the back of the Chevy Caprice.

His squad car, and the Caprice, were then taken to an area off exit 199 on Interstate 26. Bailey's car was then burned.

Cannon says the group then stopped at mile marker 177, the Harleyville exit, and dumped Bailey's belt and gun holster.

According to Cannon, Fayall then called Brian Smalls and Jerome Washington to meet him at exit 165, the Bowman exit. Once there, Bailey's body was placed in Washington's car, according to officers. The '89 Caprice was then burned.

The body was then taken to the 149 exit, where Bailey's body was put in a shallow grave off Highway 33.

Officers discovered the Caprice on Friday, and arrested Prioleau. Deputies say she then gave them evidence which led them to the general area where the body was found. Bailey's body was discovered Saturday.

On Sunday, State Law Enforcement division agents were able to give a preliminary identification that the body was Bailey's, and on Monday, they made a positive match.

Fayall had been arrested near Charlotte last Wednesday.

Others arrested in connection with the case: Asia Arlene O'Neill, on charges of obstruction of justice and accessory after the fact to murder; Brian Smalls on charges of accessory after the fact to murder; and Washington. Washington is expected to be charged with accessory after the fact.
