Carroll County, Ga. (WXIA) -- The distraught mother of a 5-year-old Carroll County girl who was mauled to death by a neighbor's dog has been placed under a suicide watch in the Carroll County Jail.

Authorities said Florence Annette Pauley of Clem, Georgia, was high on methamphetamines when her daughter, who has Down Syndrome, disappeared last week. Pauley has been charged with involuntary manslaughter and misdemeanor reckless conduct. She is scheduled to have a bond hearing Tuesday afternoon.

Pauley, 41, called 911 in a panic last Thursday morning when she discovered that her daughter, Tiffany, vanished from their home. Officials released the audio of the 911 call to the media Tuesday.

"She's five years old. She's a Down Syndrome child. She's Down Syndrome," Pauley said to the 911 dispatchers.

Her daughter Tiffany's body was found a few hours later in a neighbor's unfenced yard near a chained Rottweiler.

Under questioning by the sheriff's department, the mother admitted she had been using methamphetamine just hours before her daughter's death. They waited until after Tiffany Pauley's funeral to arrest the mother.

"This is a tragedy. It seriously is. She's admitted with her own admission to using methamphetamine and purchasing methamphetamine at 3:30 a.m. the morning that her child was killed and I think that plays a major factor in this case as far as reckless conduct," said Chief Deputy Brad Robinson of the Carroll County Sheriff's Office.

DFCS is currently investigating the welfare of Pauley's other children.

In April, Pauley pleaded guilty to possession of methamphetamine. A few years ago, she pleaded guilty to child endangerment and driving under the influence.

The neighbor has agreed to euthanize the Rottweiler.
