Columbia (WLTX) -- Richland County officials say a "no kill" animal shelter is being planned for both Richland and Lexington counties.
The Richland County Council has officially approved $1.5 million for the shelter.
The one-time donation is due in part to studies conducted by Project Pet that found an emphasis on neutering, and not euthanasia, has drastically reduced the number of unwanted pets in other cities.
Lexington County Council approved a similar measure two weeks ago.
