St. George, SC (WLTX) -- According to police in St. George, a 59-year-old former teacher at Williams Memorial Elementary School assaulted a mentally disabled child on October 14, 2009.

Officers in St. George, which is in Dorchester County in the Lowcountry, say a mother of a student at the school witnessed Mills grabbing another child by the neck and shoving him in a chair two times.

Investigators say the witness was dropping off her child when she was alerted to the incident after hearing loud screaming from the mentally disabled students' classroom.

That's when police say the witness walked to the door to observe what had happend. The woman told police that she saw the teacher tell the victim to put away his book bag. After that, the witness told police that Mills shoved the student toward the wall where the book bags are kept.

School officials suspended Mills pending a full investigation. It was not clear whether Mills was on paid or unpaid suspension.
