Do you have an aging home needing repair? Columbia's SHINE program may be able to assist with rehab costs

City of Columbia's Single-family Housing Improvement for Neighborhood Enhancement Program accepting applications for housing rehabilitation assistance

COLUMBIA, S.C. — Do you have an aging home that is in need of repair? Do you live within the city limits of Columbia, SC? You may be eligible for assistance with home repair or replacement through the city's Community Development Department's SHINE Program.

The SHINE -- or Single-family Housing Improvement for Neighborhood Enhancement -- Program is accepting applications for projects ranging from weatherization up to home replacement for homes located within city limits.

There are certain criteria for aid:

  • applications will be accepted in-person only during one of the two enrollment sessions offered
  • the home must be single-family, owner-occupied and located in the incorporated limits of the City of Columbia
  • there is a household income requirement of low or moderate
  • the owner must live in the home or has owned the home for a minimum of five years

As of June 1, 2023, SHINE Program applications are available online and at the following community centers:

  • Busby St. Community Center, 1735 Busby St.
  • Hyatt Park, 950 Jackson Ave.
  • Greenview Park, 6700 David St.
  • Lorick Park, 1600 Lorick Ave.
  • Martin Luther King, Jr. Park, 2300 Greene St.
  • Pinehurst Park, 2300 Pinehurst Rd.
  • Katheryn M. Bellfield Booker Washington Heights Cultural Arts Center, 2611 Grant St

Interested applicants should download and print out the form to complete and bring with you to an open enrollment session. Applications must be complete and accompanied with all of the required documents. Paperwork must be turned in in-person at one of the following open enrollment sessions:

  • Tuesday, June 13, from 10 a.m. to 3 p.m. at Eau Claire Print Building, 3907 Ensor Ave., Columbia, SC 29203
  • Wednesday, June 28, from 10 a.m. to 3 p.m. at Earlewood Park, 1113 Recreation Dr., Columbia, SC 292023

During the open enrollment sessions, Community Development staff will meet with each applicant to review the application and required documentation.

The SHINE Program replaces the previous Maintenance Assistance Program and is managed by the city's Community Development staff. Funds are made possible through the US Housing and Urban Development (HUD). Contractors selected to be on the SHINE Program list receive information to bid on projects and homeowners will have to approve the awarded bid by the contractor.
