State House Crossover Deadline Explained: What Bills Didn't Make It

Bill related to medical marijuana and gun background checks did not make the cut this session before the crossover deadline. However, lawmakers say there are still ways to get these bills passed.

Columbia, SC (WLTX) - Time is up for more than a thousand bills at the state house that did not make the cut before the crossover deadline.

A crossover deadline is the last day for a bill to pass out of the chamber in which it was introduced and move forward for consideration in the opposite chamber.

Many bills got caught up in committees, where lawmakers were tasked with understanding exactly what the bills do.

For bills addressing medical marijuana, the Personhood Act and background checks for gun purchases, they have been scrapped, unless drastic measures are taken.

"You can move by unanimous consent to pull the bill from committee," says Sen. Marlon Kimpson, D-Charleston County.

Kimpson has been working to pass a gun background check bill, which gives more time for background checks and also speeds up the time when crimes should be reported to SLED.

"This legislature needs to make communities and our schools being safe a priority," says Kimpson.

Along with pulling it out of committee, those bills could also be added as an amendment to a bill that made the deadline.

"I think we made substantial progress this year," says Sen. Tom Davis, R-Beaufort. He says he'll wait until next year to re-introduce his medical marijuana bill.

"I want to make this a bill that's truly reflective of what South Carolinians want and what South Carolinians want is something that allows doctors to give medicine to patients, but at the same time they want a very tight and conservative policy that doesn't lead to to recreational use."

In the House, 911 bills were dropped. In the Senate, 569 bills didn't make the cut.

This is the end of the two-year session, so the bills that didn't pass will have to be re-introduced next session.
