Richland County's response to the problems found at Alvin S Glenn Detention Center

The Richland County jail has been under investigation by the Department of Justice since November, here is what the county has to say.

COLUMBIA, S.C. — A much anticipated report about the Richland County jail has been released. 

Alvin S. Glenn Detention Center has been under investigation by the Department of Justice since November of last year. 

That same month South Carolina Department of Corrections gave Richland County a deadline to address a number of concerns at the jail. 

Here is the county's response to some of the items in the investigation.

Some of the major points in the report include cell locks that didn't work. County Administrator Leonardo Brown said the jail is working to renovate all the locks in the jail cells but also says they keep having to repair locks as inmates damage them.

Another issue was the time it took inmates from the holding cells to their cell which is supposed to take less than six hours. 

Brown said that they've had an influx of patients with mental health concerns and they're working on a unit to house those in mental health crisis. In the meantime, the jail's position is to monitor the detainees while in holding cells to make sure the patients are not experiencing a mental health crisis.

Also, Brown cited that bond hearings for crimes with victims happen only once a day and those detainees may be held in the holding cells longer than six hours, depending on the time of their arrest and the next scheduled bond hearing.

Another issue has been female inmates not receiving the same privileges as male inmates, as both pre-trial and sentenced inmates were being housed together.  Male inmates were not. 

Brown explained that during renovations that they have two female units and are working to prevent interaction between groups.

The issues with the toilets were also addressed. 

The South Carolina Department of Corrections said that there were not enough toilets for the amount of inmates who were housed and several were missing or damaged. 

Brown says the units are being renovated to add new toilets but no number was specified.
